Marine Whole Body Vibration Seminar 2011

FRC International - Whole Body Vibration Seminar - May 2011 at The Lifeboat College, Poole, UK

The Whole Body Vibration Seminar is at The Lifeboat College, Poole, UK. The one day seminar, repeated on 17th and 18th May 2011, is aimed at those with a management role in the marine sectors affected by this major health and safety issue.

Sectors include military, search & rescue, government agencies, local authorities, police, wind farm, oil & gas, thrill ride, charter and all organisations operating RIBs and High Speed Craft under 24 metre (80 feet).

These high speed vessels can expose employees and workers to high levels of repeated shock and Whole Body Vibration. This can increase the risk of acute injury and exceed the legal exposure limit. The maritime sector has recognised the need to comply, but this is not a straightforward process for those operating RIBs and High Speed Craft.

In the 27 countries of Europe the EC Physical Agents Directive, effective 6th July 2010, requires all employers to control exposure to a number of hazards including noise and vibration. The EC Vibration Directive sets out regulations for the control of health and safety risks from the exposure of workers to hand arm vibration (HAV) and whole body vibration (WBV) in the workplace.

The Whole Body Vibration Seminar, organised by FRC International, will provide attendees with background to the legislation, the risks of WBV and repeated shock exposure, control measures and the administrative requirements for compliance. Case studies will be used, including published MAIB (Marine Accident Investigation Branch) reports and subsequent MCA (Maritime Coastguard Agency) guidance following RIB and High Speed Craft operations where injuries have occurred.

The aim of the Whole Body Vibration Seminar is for attendees to return to their organisations with the knowledge to make informed decisions regarding their marine operations and compliance with this legislation. The one day seminar, repeated over two days, will also be a networking opportunity for employers and organisations to share experiences.

Millions of workers in Europe are exposed to mechanical vibration transmitted to the hands from powered hand tools or to the whole body through industrial seating. Vibration on RIBs and High Speed Craft is usually caused by continuous 'hammering' from short steep seas or wind against tide conditions. Shock on RIBs and High Speed Craft is usually caused by random 'hits' from head sea impacts, crossing seas or overtaking following seas.

FRC International supports the operation and training of Fast Response Craft (FRC) personnel. FRC International recognises the growing need for professional and commercial maritime operators, including first responders, to be interoperable with other agencies and assets. This includes understanding risk, duty-of-care, legislation, evolving technologies and new operational tasks and scenarios.

Crews also need to be aware of the roles and responsibilities of organisations such as the MCA (Maritime Coastguard Agency), MAIB (Marine Accident Investigation Branch) and HSE (Health and Safety Executive). The combined use of competence requirements, assessment and risk management enables FRC International to develop training specifically for the professional and commercial FRC operator.
